Inside the DMI
The Directorate of Military Intelligence (DMI) is the enforcement arm of Rwanda's oppressive regime - the instrument through which the state tortures, disappears and assassinates its critics with total impunity. Operating without effective oversight, the DMI functions as a law unto itself, answerable only to the highest levels of the regime.
This is not an intelligence agency in the conventional sense. It is a state terror apparatus - the institution through which an oppressive regime enforces its will on a population that is denied the right to dissent.
What the DMI Does
The DMI is responsible for:
Torture
The DMI operates detention facilities where political prisoners are subjected to systematic torture - beatings, electric shocks, stress positions, sleep deprivation, sensory overload, sexual violence and threats against family members. Confessions extracted under torture are routinely admitted as evidence in Rwanda's courts, which lack independence and deliver predetermined verdicts.
Enforced Disappearance
Individuals taken into DMI custody are frequently never seen again. No charges. No lawyers. No family visits. No official acknowledgment of detention. Families who inquire are given contradictory information or threatened. The DMI operates a system of secret detention that allows the regime to make critics vanish without trace.
Political Interference in the Judiciary
The DMI exerts direct pressure on judicial proceedings involving political defendants. Judges in sensitive cases receive guidance from the security services on the desired outcome. Those who demonstrate independence face retaliation. The DMI's influence ensures that political trials produce the verdicts the regime demands.
Surveillance and Intimidation
The DMI operates a comprehensive surveillance apparatus that monitors political opponents, journalists, human rights defenders and ordinary citizens. Telephones are intercepted. Online activity is tracked. Informants are embedded in communities, workplaces and even families. The knowledge that one is being watched is itself a tool of control.
Transnational Repression
The DMI's reach extends beyond Rwanda's borders. Exiled critics are surveilled, threatened and in several cases attacked or killed by individuals believed to be linked to the DMI. The regime treats all Rwandans - wherever they are - as subjects to be controlled, and the DMI is the instrument of that control across international borders.
The Genocide Shield
The DMI operates behind the shield of the 1994 genocide. Its activities are justified under the rubric of 'preventing genocide' and 'protecting national security.' Critics who raise questions about DMI abuses are branded as 'genocide ideologues' or 'revisionists.'
This cynical exploitation of a national tragedy allows the DMI to operate with near - total impunity. The regime uses genocide memory to frame all scrutiny of its intelligence services as an attack on national security - and international partners have too often accepted this framing.
No Oversight
The DMI operates without effective oversight: - Parliament has no effective oversight function and rubber - stamps executive decisions - The judiciary is controlled by the executive and cannot investigate or prosecute DMI abuses - Civil society organisations that might monitor the DMI have been shut down or intimidated into silence - The media cannot investigate because independent journalism has been destroyed - International access to detention facilities is denied
This total absence of oversight is not an accident. It is a deliberate design feature of an oppressive regime that requires an unaccountable security apparatus to enforce its will.
What Must Be Done
The Global Campaign for Rwandans' Human Rights calls for: - Independent international investigation into DMI activities, including torture, enforced disappearances and assassinations - Targeted sanctions against DMI officials and commanders credibly implicated in abuses - Universal jurisdiction prosecutions in European courts against DMI officials accused of torture - The suspension of all international security sector cooperation with the DMI - An end to the use of 'genocide ideology' laws to shield the DMI from scrutiny - Full access for international human rights monitors to all DMI detention facilities
The DMI is not a security service protecting the Rwandan people. It is the enforcement arm of an oppressive regime - an instrument of torture, disappearance and assassination that operates with total impunity. The international community must not continue to allow the regime's exploitation of genocide memory to shield this institution from accountability.
