GCRHR Submits Shadow Report to UN: Documenting Rwanda's Systematic Human Rights Abuses
The Submission
The Global Campaign for Rwandans' Human Rights has submitted a comprehensive shadow report to the UN Human Rights Committee ahead of Rwanda's periodic review. The report documents a pattern of systematic and severe human rights abuses committed by an oppressive regime that has eliminated all checks on its power.
What the Report Documents
The shadow report presents evidence across multiple categories of abuse:
Political Imprisonment
Hundreds of opposition figures, journalists, lawyers and activists are imprisoned on fabricated charges. The regime uses broadly worded laws - particularly 'genocide ideology' and 'spreading false information' - to criminalise all forms of dissent.
Torture and Ill - Treatment
Detainees in Rwandan custody - particularly those held by military intelligence - are subjected to torture including beatings, electric shocks, stress positions and sleep deprivation. Confessions extracted under torture are routinely admitted as evidence in courts that lack independence.
No Fair Justice
Rwanda's judiciary is controlled by the executive. Political trials are predetermined. The conviction rate in politically sensitive cases exceeds 97%. Defence lawyers are harassed and imprisoned. There is no fair trial.
Assassinations Abroad
The regime hunts its critics beyond Rwanda's borders. Exiled opposition figures, journalists and human rights defenders have been threatened, surveilled and in several cases killed by agents believed to be linked to Rwandan intelligence. The regime's reach extends across Africa and Europe.
The Weaponisation of Genocide Memory
The regime cynically exploits the memory of the 1994 genocide to silence all criticism. 'Genocide ideology' charges are brought against anyone who challenges the government. This is not about preventing future atrocities - it is about using a national tragedy as a tool to crush dissent.
No Free Media
Independent journalism has been destroyed. Journalists are imprisoned, exiled or killed. The few who remain work under the constant threat of arrest.
The Call to Action
The shadow report calls on the UN Human Rights Committee to: - Condemn Rwanda's systematic human rights abuses in the strongest terms - Demand the immediate release of all political prisoners - Call for independent international investigation into torture, enforced disappearances and assassinations - Urge member states to hold Rwanda accountable through targeted sanctions against regime officials - Demand an end to the weaponisation of genocide ideology laws
Rwanda's government presents itself to the world as a model of development and reconciliation. The evidence tells a very different story: that of an oppressive regime that commits severe abuses of every type of human right while using the memory of the 1994 genocide to silence all who dare to speak the truth.
