The Elimination of Competition
Rwanda is a one - party state. The ruling Rwandan Patriotic Front (RPF) has systematically eliminated all genuine political competition through a combination of legal obstruction, harassment, imprisonment, exile and assassination. What remains is a facade of multi - party politics - a handful of token 'opposition' parties that are permitted to exist only because they do not challenge the regime.
Real opposition is not tolerated. It is crushed.
How Competition Is Eliminated
The regime uses multiple mechanisms to ensure no genuine opposition can emerge: - Registration obstruction: Opposition parties that attempt to register face endless bureaucratic delays, arbitrary rejections and legal obstacles designed to make legal political activity impossible. - Harassment and intimidation: Opposition figures face surveillance, threats, raids on their homes and offices, and harassment of their families. - Imprisonment on fabricated charges: Opposition leaders who gain traction are arrested on charges of 'genocide ideology,' 'spreading false information,' or 'threatening national security' - catch - all provisions used to criminalise all dissent. - Exile: Those who escape imprisonment are forced to flee the country - and even abroad, they are not safe from the regime's reach. - Assassination: Several opposition figures have been killed - both inside Rwanda and abroad - in circumstances linked to the regime's intelligence services. - Co - optation: Potential opposition figures are offered positions and privileges in exchange for loyalty, neutralising them as independent voices.
The Democratic Facade
The regime maintains a carefully constructed democratic facade for international consumption. Elections are held. A parliament exists. But: - Elections produce results of 99% for the incumbent - not because the people support the regime, but because there is no genuine alternative - Parliament has no effective oversight function - it rubber - stamps executive decisions - The judiciary is controlled by the executive and cannot serve as a check on power - The media is controlled or intimidated into silence - Civil society organisations that attempt to operate independently are shut down
The 2024 Elections
The 2024 presidential election - in which Paul Kagame was returned with 99.18% of the vote - was not a democratic exercise. It was a performance. No genuine opposition candidate was permitted on the ballot. Voters reported pressure to participate and vote correctly. There was no credible independent monitoring.
An election cannot be free or fair in a country where there is no free press, no independent judiciary, no freedom of assembly, and no genuine political opposition.
The Genocide Weapon
The regime uses the memory of the 1994 genocide to delegitimise all opposition. Opposition figures are routinely branded as 'divisionists' or 'genocide sympathisers.' This cynical exploitation of a national tragedy allows the regime to frame political competition as a threat to national unity and all opponents as enemies of the state.
What Is Needed
The Global Campaign for Rwandans' Human Rights calls for: - The registration of all genuine opposition parties without bureaucratic obstruction - The release of all opposition figures imprisoned on fabricated charges - An end to the harassment and assassination of political opponents - at home and abroad - International recognition that Rwanda's political system does not meet the minimum standards of democracy - Targeted sanctions against officials responsible for the suppression of political competition
Rwanda is not a democracy. It is a one - party state where an oppressive regime has eliminated all political competition and uses the language of democracy to mask the reality of dictatorship.
