Disappearance in Kigali: Where Is Rubangisa, Taken by the Police on 31 January 2016?

Around 6 AM on 31 January 2016, members of the Rwandan Police took Mr Antoine Sulaiman Rubangisa from his home in the Gikondo neighbourhood of Kigali.
Since that day he has not been seen.
His family has been looking for him in all detention centres; unfortunately, there has been no sign of him.
The police denied holding him.
His wife is expecting a child in the next two months and she is desperate to know where her husband is.
